Search for "Cobblemon" in the Modpacks tab of the panel, pick the Fabric or NeoForge version of the official modpack, and start the installation: the panel installs the modpack with the right Minecraft version.
Cobblemon Academy and the other modpacks built around Cobblemon are in the same catalogue.
Cobblemon is a mod: each player needs the same modpack as the server, in the same version.
